I start my work today glue does not stick !!

By opening the pot I found it a little liquid it is exactly 3:30 that it is deposited on the plates and is still liquid, it does not dry when it is said about the pot dries in 5 minutes !!!! I am very disappointed in this article and I do not advise buying this product as I have never encountered this problem with the same brand in stores crafts where I bought it !!!!
It is not possible it is a scam or what?
