Very cheap power supplies that also whistle if they work. Wanted to a 50cm long LED stripe dine. From 2 power supplies ordered was a totally dead and the other whistles very quiet in operation. Out of curiosity I opened the housing ('m qualified electrician) to examine the device. After that everything was clear to me .... can only guess to keep their hands off.
