Cable invites only sometimes

Unfortunately, I realized that the cable my S3 does not charge when I connect it to a battery pack. On the PC, or from AC power to do it. But does not recognize the PC with this cable the phone as a data carrier.
With the original charger, which was at the phone with them, everything goes without problems.

Addendum: Also with adapter to the wall outlet is the cable is not clear. Although the phone indicates that it is charging, but still loses battery power. Only on the PC, it is actually loaded.
