defective from the outset

The device did not work from the beginning. I have therefore time trial connected to my lab power adapter. The device is designed for 12 to 24 volts. At 12 volts, it took on the primary side to about 5 mA, which increase in connection of mobile phones to 10 mA. But no charge was shown on the phone.

When I increased the voltage to 24 volts, the indicated power consumption rose to about 300 mA and the mobile indicated that it was loaded.

Return was me not worth it because I had bought it at lightning Deal for 4 euros. So I screwed it a try. The circuit board is marked with CLT-PC13 and contains an IC 34063API NCCKXNS, 3 capacitors, a diode, and four aufegelötete on the component side as well as the LED SMD resistors. The solder joints are executed extremely unprofessional, the circuit floats quasi in solder.
