So you can in fact simply take two arbitrary markers, lay on the fields and play with this rule.

Bring a little more spice to the basic game. In two-player game, both players are forced to the Capitol to keep in mind, as one would treat otherwise too many points to the other.
However, focusing on the Capitol does not help because the normal scoring cards bring more points in a rule.
