Due to bad experience with similar Nezteilen I have the device ("MJ-1250" written on it, but nothing more of NAVILOCK) before using a stress test with an electrical load (Agilent 6632B in sink mode) subjected. The result was very bad - at a load of 2A, the output voltage decreased (measured at connector) on the 12V-strand below 9V, the 5V of the strand at about 4V (!). The different loss of both strands can also infer that the loss does not occur in the cable, but the power supply is simply bad.
For non-Eletrotechniker: This is a regulated power supply, that is the job of the power supply is at different loads, for example when starting up the hard drive to provide the same voltage as in low load. This power supply is, unfortunately, not able. If an acceptable power supply, the output voltage should hardly change, and no case be less than 11V.
