As for the attribute silent, I am not convinced. Now it is in our office due to road noise etc. anyway a little louder, because the quiet hum does not really bother, but on a quiet workplace humming would have significantly more noticeable. I as a colleague would be disturbed by such a noise. As a user, of course, less, because one would collect the wind.
Despite relatively short neck, I previously had no problem with it, align the fan reasonable (in Laptop Docking Station). It can be rotated in many directions, and can be stopped in my opinion, easily with your thumb and forefinger to also be connected to adjust it yet.
All in all, I the Arctic Fan Breeze USB fan highly recommended!
