Yes that's true. Due to the small and lightweight design that's normal. This is actually worth no rating withdrawal, because here the user how to deal with the tripod needs to practice.
My personal handle at Wind: A hand holding the tripod / Cam - index and middle fingers of your free hand are easily held against the metal rail, in the amount of the attachment for the weights to compensate. For starters, you can as well in action shots (running / races) proceed with very good shots without camera shake or unnecessary pans.
