Card with EEPROM, country code note otherwise letdown

This card is compatible technically in my laptop, and the driver is already on the disk. But research into longer why I can only use channel 1-11, I came across the following: Intel has built on the map, an EEPROM wherein a country code US, EU or Japanese is burned. Each compliant driver reads from EEPROM and this limits the use of usable channels on the country default the map.
My US map will channel 11 and 12 do not know, it is blind and can not send it. An hour-long search at Intel showed that you can not change or umflashen as users of this EEPROM. It depends defakto from them, which type of card you get delivered when buying. Maps that definitely have EU in the EEPROM are traded at 40 euros.
