Do what it promises.
My Nexus5 Loading harmless. I guess it takes about 20% longer but that's to be expected.
Only downside, the supplied cable is not for data transmission.
I have the charger depend on the PC, because it is always on the desk and it would have been virtually synonymous times briefly to use the cable for synchronization. After all, it loads perfectly.
