These are the best plugs, which can be bought at a reasonable price for plasterboard walls. You do not need special tools, for the here offered M3 variant reaches a 10mm hole (the recommended 12mm larger than necessary) to drill to fold the wings of the plug and push it through the wall. The anchor works to the cavity behind the wall by itself and then holds much better than most other variants. Since you can purely screws far the rod arbitrarily, one has with regard to the thickness of the wall for maximum flexibility. For me, the plasterboard wall was 25mm thick, according to fishermen up to 65mm no problem. The screw head can remove what is optimal, because that can be still an M3 nut and washer insert another. The first washer and the nut then come directly to the wall, so that significantly increases the stability again. Even more stops the toggle bolt "splits Pro" by Tox, but is also executed in the size M8, which requires twice as wide hole in the wall for pushing through the broad wings. For small closets, lamps and similar charges, however, the fishing KD3B toggle bolt is perfectly adequate and you can be sure that even permanent grip is ensured.
