I will not have Steam on my computer and had ordered me why the PC version.
When installing then wants to install a Steam API clicked Cancel ... and the installation of the game is no longer possible.
Tried again - same game ...

This constraint is not described in the System, could be described as misleading!
Only on the back of pack is described in small print, that a "consent to Steam Subscriber Agreement required for activation" is.
So this was my last game of 2K / Firaxis, because I did not want to be forced to a Steam account :(
