The error of this kind of work is to be taken to a "survival manual" and therefore apply to victims (here, officials) to provide them, supposedly, what replicate. That is to learn to camouflage a poacher who is accused of shooting in all directions. The text is not even written in French because, speaking to officials, it is written in semi-syndicalist language, semi-administrative. In short, it is totally unnecessary. So, we do not see how these ideas (selected) false are challenged. A simple and symbolic case: too many officials? Answer: should be compared by sector index by branch categorical (and taking account of the territorial reform of 1996), and there Ah Ah, that's another story! I caricature, but roughly speaking, is the tone. In short, this is the hack that makes it suspect global discourse and completely against-productive. A simple comparison with neighboring countries or the European Commission (50,000 officials for 500 million administered: hat) with reliable figures (INSEE, EUROSTAT) and simple definitions (an officer is someone whose work, by contract, is paid by the state) would have been clearer. I am very disappointed to read this book when I was a priori applicant. I fear that the misconception that is under attack in this book is that of believing that the public service is unfairly criticized ... I suspect union activism to be the origin principle. A misconception? Perhaps, but this is not the book that brings any answer.
