The two programs are delivered in Version 13.0. You will be prompted at each launch, upgrade to 13.1, only after a long download (Windows 8.1 laptop and desktop Windows 7) performs the update on both machines at the same error message. The hotline of Adobe helping a well not really, you should re-install the programs under a new account and then update ....
Now I have invested more than 12 hours, several user accounts, but still no programs ..... and every time at startup to point out a new update is available for you .....
