The bars are powder coated thinly and under the microscope sees the coating brittle, including bare metal. Here missing a waterproof varnish. Whether the bars rust thus I have not tried, but probably yes and who has ever tried to get rust strips of white linen ....
The bars have sometimes small, sharp color splashes or voids in the metal. Silk blouses or fine underwear or Terry towels I would not hang here. The wires, with which the grid were hanged in the paint spraying system were clipped and painted over after Lacker process only with a cable cutter in, these are sharp.
If one runs his fingers over the paint, this dissolves and it remains on the fingers a gray line.
Test, I have rubbed the bars with a white cloth, and of course the cloth is silver-gray colored, ie the powder coating dissolves.
'Made in Italy' does not have to be negative, but in this case I say, you have in production saved the finish (clear coat). The part went back to complain to Amazon Metaltex or even better this Schr ... tt. take from the program.
