(Anonymous wrote for the English version). The Ponerology is the science of the nature of evil in politics. The word seems to have been invented by the author. The subject, formally important for us humans is actually little studied in a truly scientific framework. It results in the most appalling events in the history of mankind: the -traditional wars, civil, economic, sanitaires- and dictatorships. The author is asked to define the concept of pathocrate and pathocracy. The pathocrate is not a fool but an individual entirely devoid of moral sense (that empathy). His abnormality is invisible: it allows him cold reasoning that ensure social success since the crushing of the other happens naturally without restriction or remorse. The author estimated 6% on average the importance of these in the population. He draws this study of its Polish citizen experience under the old Stalinist regime but concedes that pathocracy can be born, grow and perform under any ideology (or religion) that Stalinism and Nazism have Recent examples given pure. Notes for the editor inserted footer also illustrate examples frequently associated with current US policy. However, I will make a few reservations. The author makes a clear distinction between pathocratic States and States led by "normal" people. Pathocrats also exist in these, but they would not have had the opportunity to change the nature of the state. I'm not sure this is as clear. The highly ambivalent US case is there to prove it. Finally, on the form, it is unfortunate that there is virtually no concrete example inserted in the course of demonstrations. The reader will find the probably of himself illustrative example, but they would have had a much better reach if they had been inserted into the original text. The final chapters "therapy for the world", "A vision of the future" where the author gives us ways to detect pathocrats and "cure" seem very optimistic.
