Boring and Bad

I do not know what to write. I've never seen a movie with a concern looser, more boring story. Man waiting the whole movie long on any bang, something which the plot drives, moments of tension, drama - but nothing happens. The film is just so unimportant and poor, the can not even save a De Niro.
As the story matter how authentic and not too exaggerated acting, but is simply irrelevant and boring.
