I have a cheap smartphone with dual SIM and used Nokia Lumia 530 was exactly cheap to buy. It was a good decision, Dual Sim works very well, the voice quality and clarity are very good. The Nokia Here Navi with map works very well without ongoing data connection, but you must use a micro SD card to store maps to, because space on the phone is very limited.
