This book is read in conjunction with "The officials against the state: the great sabotage" written by Agnes Verdier-Molinié both their words come together and complement. The two books we describe the articles, the unacceptable situations in a modern democracy; also, they paint a portrait of a servant-type unflattering but we recognize, stroke by stroke, according to our personal meetings with some of the administrations.
That adheres or not, there are in any case a precise description, if any defamatory, possible aberrations in any country where the state centralizes too many roles.
