I bought the PSE 10 in June 2012, at about 75, and I have to say, really great! Of course, one does not have the full range of functions as the big Photoshop, but it also costs only 1/10 !!! The essential features are there (Planes!) Or can be installed as plugins. It function the same plugins as large for Photoshop's, so you can already make a lot of powerful.
I use it now in combination with Adobe Lightroom, a congenial combination is (I take pictures only in NEF format).
I have performance issues no, I have a computer with a good graphics card. As a computer scientist I declared, the new Adobe graphics programs outsource a lot of calculations to the GPU, if one exists.
On PSE 11 I have not upgraded, let's see what is the PSE 12 may.
I can only recommend the Photoshop Elements as much cheaper alternative to Photoshop.
