Unfortunately, the fourth book, at least in my opinion, missing everything, which I had been looking forward.
According to George RR Martin, he had so much material for the fourth book that he has decided to split this and turn it into two books. The first book (A Feast for Crows) are happening particularly in King's Landing again.

Unfortunately, it went throughout the book rather to characters who hardly interests me to not at all (everyone has as his favorite record crowd). A very large part of the book is about how Cersei tries to reign King's Landing and apparently easily suffers from braggadocio and Selbstueberschaetzung. Unfortunately, not much really happens, except that you can constantly read how great she finds herself as Rigentin.
Jamie is reflected by its two problems: missing hand and Cersei through the area and rides during which the grossten part of the book from A to B, also here nothing happens exciting.
Sam howls rum, the Iron Islands are also suffers from braggadocio and Arya tried in the life to come clear and Sansa is once again the naive little thing that does everything what can you say ... but overall not really what happened.
All very disappointing, especially since has finished the last book with so many cliffhangers and I wanted to know how it Danearys and Tyrion goes on with John Snow. Compared to the other books I long to read this book, simply because the interest was not available and I felt the book as a whole and long-winded and boring.
The fifth book seems again to be promising, but because the books are split, I had been at the beginning of reading a John Snow chapter, which I read some of them already in "A Feast of Crows" from the perspective of Sam ... if So it was really so smart to split the books, so you can even doubt at this point.
