When first plugging (in a USB 3.0 port) it went smoothly, however, and I only realized later, ran no USB 2.0 devices. By contrast, when plugged into a USB 2.0 port running all devices, just not at full speed. At first I thought a hardware incompatibility, but since USB 3.0 hubs must be absolutely backward compatible, I have not pursued. Since the stroke sometimes, not always, threw an error 43 in the Device Manager, I thought it was the lack of Device Descriptor, which is mandatory according to USB 3.0 specification and since W8.1 also tested ... it's was also not.
In short: The "computer to turn off this device to save power" (in Device Manager) was the key to success. After I have this setting disabled, the hub ran with both USB 2.0 and 3.0 devices.
