Programmatic, this book demonstrates how and why it is very urgent to modernize the French tax system. It shows clearly the regressivity of this system, that is to say that the rich pay more in proportion ultimately less tax than the poorest (whereas under Article 13 of the Declaration human rights, the public contribution "must be equally distributed among all citizens, in proportion to their means").
