Man can absolutely do without buying the DVD "version".

The DVD is not as one might suspect the Siel, but only the streaming client.
After installing the selfsame to get to the Game via a download.
In other words ... Stay away from the DVD version.

For the game itself. , Civilisation halt. No more and no less.
