These phones I tested with the original charger:
Samsung S3mini -> do not load!
Samsung S3 -> loads with max. 1A
Samsung S2 -> loads with max. 0.5A
Huawei X3 -> loads with max. 0.5A
While indicating the phone under Status "AC mode", it is not long loads with 1A.
In short, I have the charger for the DCP SHORT MODE rebuilt, in which I, as described often, depending on a 100 Ohm SMD resistor (1206 od. Minimelf) betw. The data pins 2 (D) and 3 (D +) soldered have. The voltage divider resistors on the data pins must also be removed, otherwise the Galaxy S2 invites only 0.5A.

Conclusion:
