Batteries have been discharged already old and strong

A 4-pack I had ordered, were delivered 2 2er packs. That would not be bad. But there are obvious "dead stock", they are in fact already 16 months old (produced 8/13) and discharged accordingly. The "low self-discharge" is a fairy tale. I first had to spend hours load before I could use them in the phone.
