The charger is working properly, but the cable broke just above the strain relief housing by the load on and the two cable wires were open there. For the price absolutely unnecessary. A few cents more invested during production in a reasonable insulated cable or a working kink protection and the Chargers would be more likely to recommend.
So you should look for an alternative or rather live with the risk of short circuit and malfunction.
