OPTION 1 (via Steam): Select spiuel Right-click, properties in this line add
-nomemrestrict -norestrictions -noswapdelay -availablevidmem 25.0 -percentvidmem 100
OPTOPN 2:
Create a shortcut of LaunchGTAIV.exe (Path = C: \ ... \ Steam \ SteamApps \ common \ Grand Theft Auto IV \ GTAIV)
Right click on the link, and Eigenbschaften "-nomemrestrict -norestrictions -noswapdelay -availablevidmem 25.0 -percentvidmem 100" Recommend to behind the exe "file path
Ex .:
"C: \ apps \ games \ Steam \ SteamApps \ common \ Grand Theft Auto IV \ GTAIV \ LaunchGTAIV.exe" -nomemrestrict -norestrictions -noswapdelay -availablevidmem 25.0 -percentvidmem 100

created in the installation the commandline.txt file
with the following contents
