There used in Lego pure character sets that included eg 5 knights or pirates with weapons. Such packs no longer exist today, unfortunately. If you want to expand its "army" quickly, you have to buy a lot of sets and gets parts, which may be useful certainly, but to get the actual desire, more soldiers / knights / troops serve little. With this set, it is similar, but in a, I think, good ratio. This gives 4 stormtroopers (+1 small spaceship) to a still reasonable price (at least if you accept the total of Lego price.)
