Here even my out solution found:
Preliminary remarks:
Is on the PCIe card the Renesas USB 3.0 host controller μPD720202 is used also in many other PCIe cards such as by LogiLink.
On the CD you will find the correct driver with the latest version 3.0.23.0 (This driver is also available on the website of cnmemory.de downloaded.
1) Install the card in the PC, with or without electricity. If, like me connect only external hard drives with its own power supply unit to this card, one requires no additional power supply. I have installed on my PC a CnMemory card with electricity and to another PC a LogiLink card without electricity. On both maps my external hard drive from CnMemory (2TB) with its own power supply is functioning properly. Better, of course, if one supplies the card with power, so that USB 3.0 devices can be connected without their own power supply.
2. Switch) PC. Windows tried unsuccessfully to install device drivers.
3.) In the Device Manager on the top) and (Unknown Device is a new entry (other devices? With!)
4. Insert) Installation CD in the CD / DVD drive, close Autorun window. In Windows Explorer, on the Driver folder of the CD / DVD drive double click on the file:
Renesas USB3 Host Driver-30230-setup.exe (in other maps only setup.exe)
Also applies to the downloaded and unzipped from CnMemory same driver version.
5.) means which displayed after Renesas InstallShield Wizard software / driver should be installed. When it came to me during the installation of the said aborts with the error message "for the custom action could not be accessed on the JavaScript or VBScript runtime environment", then error: -1603 etc.
6) Do not try all offered on the Internet solutions now!
7) lower (C :) Program Files (x86) there is now a folder "Renesas Electronics" with the drivers. (This folder-positioning was the real cause why the driver software does not recognize or install the mentioned errors was canceled again.)
8.) The Copy Folder "Renesas Electronics" on a USB flash drive and remove USB stick from your PC. Then delete the folder "Renesas Electronics" on the PC, delete the trash. Clean using the free program CCleaner registry false entries and then restart the PC.
9) the folder "Renesas Electronics" transmitted from the USB stick directly to (C :), and not in another folder.
10.) In the Device Manager on top of entry (Other Devices with?) With the right mouse click on "Update Driver Software" or entry (Unknown device with!) With the right mouse click on "Properties", then tab to "driver" then "Update Driver" button. "Browse my computer for driver software" in the next window on click, the next window by clicking on "Browse" to folder "Renesas Electronics" select and click "OK", then click "Continue" in the next window: To open these install software? Name: Renesas Electronics USB controller, click "Install" button, now you are installing.
11) After installation is located below in the device manager under USB controller, a new entry: Renesas Electronics USB 3.0 Host Controller
12) Repeat after PC restart again the process as described in section 10) described.
13) After installation is located below in the device manager under USB controller an additional entry: Renesas Electronics USB 3.0 Root Hub
14) Now the USB 3.0 PCI Express card ready.
15) via Windows Explorer (C :) folder "Renesas Electronics" and the subfolder "USB 3.0 Host Controller Driver" and "Application" which located at the bottom of file: rusb3utl.exe open with a double click. In the window in front of the entry: Disable the USB 3.0 power management function, place a check mark and then click "OK". (: 3.0.7.0 and the firmware version: In this window, the current driver version 2020 displayed.)
If the Start menu under "All Programs" entry: Renesas Electronics are, it can be safely deleted. Clean Finally, again registry with CCleaner and everything is fine.
16.) If a connected external hard drive in Windows Explorer is not visible, you have to assign them a drive letter in the Disk Management tool. Just ask Mr. Google:
Windows 7 does not show any external drives in the Computer Management

The speed of data transfer with the USB 3.0 port is with me more than 80 MB / s. Despite the inadequacy of aid from the manufacturer about problems with driver installation I gave 4 stars yet, because I'm very pleased with the card.
This applies to the way also for LogiLink card that I have not bought on Amazon.
