The Panhead fit on a 3/8 "tripod mount. However, one must forcing him from the bottom with 2-3 screws fix (from the bottom of the tripod head off), otherwise it rotates in left panning eventually get rid of. In Manfrotto tripods there are those screws , do not know how that is with other tripods.
The balancing of the camera on the Neiger can be tricky. If the camera is too easy, the Neiger moves of its own accord or from, then you have the resistance slightly increase. If the camera is difficult enough, you have to balance out by forward and pushing back the camera balance. Once done, you can then release the Neiger in any position, and the camera stays where it is, without having to fiddle with a setting.
Incidentally, the handle is non-rotatable in the sense of clamping the Panhead, as is the case with many low-cost camera tripods. It serves only the movement of the Panhead.
One drawback is the screw below the plate camera, with which the camera is mounted on the plate. While there are laudably a 1/4 "and 3/8" screw for different thread, but you have to tighten the screw with a coin in order to ensure a properly fixed mounting the camera. This is awkward.
Processing I find it very successful. So overall 4 stars.
