For 500 ~ so I have a very small PC (116.6x102x49.5 mm) with last cry Haswell architecture, plenty of storage space, processor and especially entonnement fast SSD (500MB / s - it takes only 10 seconds for boot ). Finally I installed "Classic Shell" to find the Win-Win feature in 7-8.1.
It is important to use the "Driver Update Utility Intel" because the Windows Update can not find them! Second, even the card WiFi / Bluetooth on. Do not forget also to update the BIOS.
However, I recommend to Win-8.1 on this machine that uses the "Secure Boot" Microsoft. Consequently it is difficult to boot another system, even Windows 7-and even the internal SATA hard drive. And although "classic shell" emulates well the excellent Windows-7, the horrible Win-8 is the interface for the smallest thing. Sure Win-8 Secure Boot kills and Windows. No point having so much "protection" on a machine at home, and useless to have Win-8 office interface.
