For games like FIFA does the PS3, which has a very large and very good selection of games.
The Evil Within I have played out on the PS4, I had the game but also easily be able to play with a controller on the PC at least equally good graphics.

I currently use the PS4 quite rare, it also offers virtually no exclusive titles (Last of Us is just a remake, the PS3 - version is almost identical). Still, I'm not going to sell as games collector.
But I see in Media Markt Saturn or repeatedly fathers who know no better and probably give a PS4 their children. If there should already be the Playstation, then I recommend the far cheaper PS3, which has an extensive range of games for young and old.
Even better is the Wii U, which can be had for less money and offers games like Mario Kart 8, Super Mario 3D World, Captain Toad, ZombiU, New Super Maro Bros. U or Super Smash Bros U in HD graphics.
In addition, I play games like Child of Light, Pure Chess or kind of balance that it is all in the eShop.
the PS4 gets from me a little restrained buy recommendation, since it is not significantly better console than the PS3 in terms of features and the range of games (graphically on PC-level, but the graphics are of course now not even the most important).
I would fully than recommend the Wii U and currently rather the PS3 PS4.
