I loved Rapture and did not necessarily need a change in the clouds, but that should not be the reason for the evaluation.
The really worthy of criticism on the 3rd part is the whole gameplay.
It has everything from what Bioshock has made interesting for me.
On the one hand a credible broken Utopia. Now a physically meaningless, pompous clouds city that simply has not a single highlight.
Everything is huge and boring, because the reference is gone completely flutes to reality for me. I was hoping for rather small explanatory attempts.
Just like the whole (though of course not in reality) but at least is supposed to work in the game.
