It seems that this hardware problem 'Out of Area' is common in the Amazon resellers ...
Indeed, I had already had the problem when I purchase a precedent for 1TB WD Passport:; cdForum = Fx2OPIKWVSEN48R & CDPage = 1 & # cdThread = TxVTZOL3Z9HD5E Mx2PRRMWDTJXKZQ

But I just bought a WD Passport 2TB (WDBMWV0020BTT) in 'SAI-France' through Amazon.com, and the same problem of 'Out of area at the time of registration at WD that has been able to do.
I had to contact the service of WD who kindly me save on production of the bill ...

Very unpleasant current practices ...
